Marquette and Alger County voters approved a one mill levy for special education in 1986. Voters increased that levy by an additional mill in 1995. Special education children throughout both counties benefit from passage of that measure. Proceeds from this tax were annually distributed to all Marquette-Alger public school districts and provide support to hundreds of children.
No increases in MARESA’s two mill special education levy have been sought since 1995. However, Headlee rollbacks, based on additional properties being added to our tax rolls, have steadily decreased our region’s special education millage from 2 mills to 1.75 mills. The result is a loss of funding for Marquette and Alger counties’ special education programs. In the 2010-2011 school year, a loss of $579,000 impacts districts’ capacities to address student needs.
Voters are being asked to consider a Headlee Restoration Millage on November 2nd. Approval of this measure would allow MARESA to restore the original tax rate of two mills. All proceeds would be distributed to local districts on a per-student basis. Proceeds from this levy are not retained by MARESA.
